It's not so much that, rather his all too predictable ignorance of the law. He doesn't realize that law enforcement officers have to spell things the way the law is written to avoid those pesky little loopholes. Or perhaps Crook secretly hopes that the object of his obsession gets away with the crime. After all, why else would he build a shrine to the man?
